Deuteronomy 21:2, 3 – Then thy elders and thy judges shall come forth, and they shall measure unto the cities which are round about him that is slain; and it shall be, that the city which is next unto the slain man, even the elders of that city shall take a heifer, which hath not been wrought with, and which hath not draw in the yoke.
Thought: In Deuteronomy 21:1, Moses brought up an incident wherein a man was found slain in a field. The one who killed the man was not known. The thought that underlies our verses today is that justice was needed for that man. First, someone needed to be in charge of the investigation. The ones given jurisdiction were the elders of the closest city. Once this was determined, the justice process began by choosing a heifer that had done no work.
